PURPOSE: A device for creating a character using a mobile apparatus and a method therefor are provided to enable a user to make a character reflected with a prestored face image or a self face picture in a mobile apparatus, thereby creating a high-quality character image in the mobile apparatus. CONSTITUTION: A web server(40) provides character application software. A mobile apparatus(10) downloads prestored character application software or the character application software from the web server(40) through a mobile communication network(20) and the Internet(50), operates the character application software according to a user's control command to normalize inputted face image information, extracts face type information from the normalized face image information to synthesize the extracted information with face character information selected by a user, and creates a face character image. The mobile apparatus(10) compensates the face character image according to the user's selection command to provide a completed character image to the user, and outputs or stores or transmits the character image on a screen by E-mail.
