PROBLEM TO BE SOLVED: To deal with an abnormal health state early and variously in such a case. SOLUTION: A health management center is equipped with a host computer 10 which is connected to the Internet 5 as a server and the host computer 10 when finding abnormality by comparing a sensor measured value sent from a portable telephone terminal 2 connected to a portable telephone network 6 through the Internet 5 with a monitor reference value immediately gives notice to a portable telephone terminal 2 as a transmission source to display a warning picture and generate an alarm sound by an alarm. When notice made with an emergency notice button operated by a patient is received from the portable telephone terminal 2, the portable telephone terminal as the transmission source is immediately informed that the emergency notice is received and further the sensor measured value and necessary information are sent to request a registered institution, i.e., an ambulance dispatching request destination, a hospital, etc., to take measures corresponding to the state.
