PROBLEM TO BE SOLVED: To provide a Web page collection system, a method, and a program capable of efficiently collecting Web pages by a portable terminal. SOLUTION: This Web page collection system 11 comprises a Web page collecting device 13 for a portable terminal connected to an Internet network 12. A document acquisition part 22 of this device 13 transmits the Web page to be a start point to a restriction test part 23 and allows a portable telephone 16 to determine whether or not it is a page possible to be displayed. When being possible to be displayed, this system allows a document database part 24 to store it, an anchor selection part 26 to acquire link information, a network communication part 21 to acquire a next Web page from the Internet network 12 based thereon, and the restriction test part 23 to determine the adaptability.
