SOLUTION: A prime target candidate is selected from target candidates having an established lock condition (step S31), and it is determined whether the prime target candidate is the same as a control target in a previous processing (step S32). When the prime target candidate is not the same, it is determined whether the prime target candidate has higher priority than that of the control target in the previous processing (step S34). When the determination result is 'YES', a prime target is set at a control target in a present processing (step S33). When the determination result is 'NO', it is determined whether a predetermined time or more elapses after the determination of 'NO' (step S35). When the determination result is 'NO', the control target in the previous processing is set at the control target in the present processing (step S36), and when the determination result is 'YES' the process proceeds to the step S33.
