PURPOSE: A method for controlling a hand-off at an inter generation network service boundary area is provided to improve a call complete rate according to the hand-off by appropriately adjusting T_COMP. CONSTITUTION: A mobile station is assigned to a channel of a 2.5G base station at a 2.5G service area for executing a call and continuously searches for the size of a valid channel pilot of a 2G base station(S21,S22). It is confirmed whether an Ec/lo value of the 2G base station is more than an Ec/lo value of the 2.5G base station as much as T_COMP/2(S23). The 2.5G base station transmits a PSMM(Pilot Strength Measurement Message) to a 2.5G switching center through a 2.5G base station controller(S24). A 2.5G switching center exchanges information with a 2G switching center(S25). The 2G switching center transmits an HDM(Handoff Direction Message) to the 2.5G switching center(S26). The 2.5G switching center orders a hand-off to the mobile station located at a boundary area(S27). The mobile station hands off to an assigned channel of the 2.5G base station and transmits an HCM(Handoff Completion Message) signal to the 2G switching center(S28).
