PROBLEM TO BE SOLVED: To efficiently perform a shift operation, while maintaining performance of an ion exchange membrane, in an electrolysis method for an alkali chloride solution by using the ion exchange membrane. SOLUTION: A method for manufacturing an alkali hydroxide by electrolyzing an aqueous solution of the alkali chloride, which alternately repeats an operation state of causing electrolysis, and a resting state of substantially not causing electrolysis, is characterized by making a bath voltage as 2.3 V or higher in the resting state, not substantially supplying water to a cathode chamber from the outside, and forming the alkali hydroxide in the cathode chamber so that the concentration of the alkali hydroxide, when the alkali hydroxide formed in the cathode chamber is mixed with permeating water from an anode chamber by diffusing across the cation exchange membrane, can substantially be equal to that of the alkali hydroxide in the cathode chamber.
