<P>PROBLEM TO BE SOLVED: To make efficiently producible the candidate of a phrase. <P>SOLUTION: An input part 11 inputs a keyword for designating a document stored in a document DB 13. A full sentence retrieving part 16 extracts the document stored in the document DB 13 on the basis of the inputted keyword in reference to an index file 12 for retrieving a full sentence, and creates a document list on which the extracted documents are listed up. A document list distributing part 17 divides the document list further into n-pieces of document sub-lists. A k-th word extracting part 18 (k=1, 2,..., n) extracts a word from the k-th document sub-lists by using a morphological analysis method. A k-th word combining part 19 (k=1, 2,..., n) produces a phrase candidate on the basis of the extracted word in reference to a word rule stored in a word rule storage file 15.
