PROBLEM TO BE SOLVED: To provide a digital broadcast signal multiplex transmission apparatus that can flexibly and efficiently multiplex packet produced in a burst on a digital broadcast signal and broadcast the resulting signal. SOLUTION: Buffer supervisory sections 1371 to 137n supervise whether or not the storage capacity of buffers 1321 to 132n respectively storing TS packets of each service is fully occupied. Then until the buffer supervisory sections 1371 to 137n inform of the fully occupied storage capacity, filter control sections 1381 to 138n maintain packet filter sections 1311 to 131n giving the TS packets to the buffers 1321 to 132n in an open state. On the other hand, when the buffer supervisory sections 1371 to 137n inform of the fully occupied storage capacity, the filter control sections 1381 to 138n control the corresponding packet filter sections 1311 to 131n to be closed.
