PROBLEM TO BE SOLVED: To reduce the shrinkage time of a packer to improve the working efficiency. SOLUTION: In the packer actuation device forcibly pressing a pressure fluid into a packer 22 for preventing a grout from overflowing and swelling, when the fluid is forcibly pressed into the packer, the first fluid passage 55 from a pressure fluid tank 54 is connected to a suction fluid passage 57 of a pump 51 by a high pressure four-way valve 53 and the delivery fluid passage 58 of the pump 51 is connected to the fluid passage 56 to the packer. Further, when discharging the fluid from the packer 22, the fluid passage 56 communicating with the packer is connected to the suction fluid passage 57 of the pump by the high pressure four-way valve 53 and the delivery fluid passage 58 of the pump is connected to the fluid passage 55 to the pressure fluid tank.
