PROBLEM TO BE SOLVED: To obtain a polymer having a high gas hydrate production-controlling capacity, in a high conversion and with a low molecular weight. SOLUTION: This method for producing an poly-isopropylmethacrylamide comprising isopropylmethacrylamide as a monomer and at least 1 kind selected from alcohols, ketones, ethers, esters, amides and nitriles as a solvent, and incorporating 2-50 mass % water content in a polymerization system. The hydrate production-controlling agent consisting of the polymer obtained by the method of production, and the method for controlling the production of the hydrate by using the polymer obtained by the method of production are also provided.
