PROBLEM TO BE SOLVED: To perform processing so as to limit the waving or deformation of a substrate for a magnetic recording medium to a minimum and to maintain similar surface accuracy irrespective of a substrate plate thickness or a substrate size. SOLUTION: In the magnetic recording medium having at least a magnetic layer and a protective layer on a substrate, the substrate is made of nonmagnetic glass, and this substrate is manufactured by providing rotation and executing a heat treatment. In the magnetic recording medium, the provided rotation has a speed approximated to a rotational speed during the use of the magnetic recording medium, and the heat treatment is carried out from -100 deg.C to +30 deg.C of the glass transfer temperature of the substrate.
