PROBLEM TO BE SOLVED: To provide an information recorder which records image data requested for a high speed access at the time of reading the data of the image data to be recorded on a recording medium on an area which can access at a high speed to the medium and can shorten the accessing time for the requested data and to provide a method for controlling the same. SOLUTION: The color image compression encoded by a JPEG 2,000 method is input from an input means 10. The input color image is read at header information by a header information reading means 11, and then permutated to a predetermined bit sequence by the operation of a bit sequence aligning means 12. The predetermined data of the permutated color image is recorded on a specific area 21 which can be accessed at a high speed of the medium 2 by the operation of a first recording means 13. The data except the predetermined data of the color image recorded on the specific area 21 is recorded on a general area 22 by the operation of a second recording means 14.
