PROBLEM TO BE SOLVED: To provide a vehicle controller for providing a smooth interaction and safe traveling. SOLUTION: When a voice interaction is inputted during traveling, the cognitive information processing load on a driver is increased and safe traveling and the interaction input become unstable. Then, a vehicle control part 150 is provided with an interaction load estimating part 120 for estimating an interaction load in a voice interactive device 110 and a driving load estimating part 140 for estimating a driving load from a traveling environment and a traveling state or the like. During the voice interaction, a driving load (k) and an interaction load (i) are detected by this vehicle control part 150 and on the basis of these loads, a braking device 200 of a vehicle is controlled. When both the loads are 'large', for example, control is performed so that a preset safe vehicle state quantity (speed or time between cars, for example,) can become a safe prescribed value. By providing a safe vehicle state, a margin is applied to the driver so that the smooth interaction and safe traveling can be made compatible.
