PROBLEM TO BE SOLVED: To provide a transparent conductive film with excellent durability by increasing adhesion of an undercoat layer to a transparent conductive thin film to prevent lack and separation of the transparent conductive thin film, in a transparent conductive film formed by stacking a base polymer film, the undercoat layer and the transparent conductive thin film and to provide a touch panel using it. SOLUTION: A compound having at least one kind out of an amino group and a phosphoric acid group is included in the undercoat layer.
