PROBLEM TO BE SOLVED: To detect an emergency operation condition of a vehicle with high reliability. SOLUTION: If an operation force detected by an operation force sensor exceeds a set operation force Fa and a stroke detected by a stroke sensor is below a set stroke Sa, an operation condition is specified as the emergency operation condition. The set stroke is a value which is determined based on the relation of an operation force and an operation stroke in a standard operation condition and an actual operation force and is smaller than the stroke when operated by the operation force or is smaller than the stroke by a set value or more. Since the emergency operation condition is detected based on absolute values of two physical quantities expressing a brake operation condition and is not detected based on differential values of physical quantities, the emergency operation condition can be detected with high reliability.
