PROBLEM TO BE SOLVED: To provide a surface covered cemented carbide made cutting tool with a hard covered layer having excellent adhesion. SOLUTION: This surface covered cemented carbide made cutting tool is constituted by physically evaporating a single or multiple layer hard covered layer constituted of either one or both of a compound nitride layer of Ti and Al and a compound carbide nitride layer to satisfy a composition formula: (Ti1- XAlX)N and the same (Ti1- XAlX)C1- YNY, where X shows 0.15-0.65, Y shows 0.5-0.99 in an atomic ratio, on a surface of a tungsten carbide base cemented carbide base body constituted by forming an amorphous layer along average depth within a range of 1-50 nm from a surface at average layer thickness of 0.5-15μm by arc ion plating surface treatment.
