PURPOSE: A bill counter capable of withdrawing fixed amount and a controlling method thereof are provided to count bills being supplied newly from external, automatically count, and withdraw predetermined amount of money out of a large quantity of bills inserted in a main body in accordance with a request of a user. CONSTITUTION: A case(210) includes an external receiving plate at the upper portion, a bill discharging unit(202) at the lower portion, and an internal bill box for receiving bills. A main motor(220) is mounted at an internal lower portion of the case(210) and supplies a forward and backward force. A main feed roller(230) is connected to a driving shaft of the main motor(220) through the medium of pulleys(221,231) and a belt and rotated forward and backward. The first feed roller(240) is connected to the main feed roller(230) through the medium of gears(233,242) and rotated. The first pickup roller(250) is mounted at the lower portion of the external receiving plate of the case(210) and connected to the first feed roller(240) through the medium of pulleys(241,251) and a belt(252) and rotated. The second feed roller(260) is connected to the main feed roller(230) through the medium of gears(233,261) and rotated. The second pickup roller(270) is mounted at the lower portion of the internal bill box and connected to the second feed roller(260) through the medium of pulleys(262,271) and a belt(272) and rotated. A discharging motor(280) is mounted at a side of the bill discharging unit(202). A discharging wheel(290) is rotated by the discharging motor(280) and includes a plurality of thread type discharging wheels at outer circumferential surface thereof.
