PROBLEM TO BE SOLVED: To appropriately control bed height in advance of starting a boiler by accurately measuring and calculating the quiescent bed height in a fluidized state before the start of the boiler when the bed is being fluidized. SOLUTION: A fluidized bed height calculating unit in a furnace comprises the steps of obtaining pressure loss in a fluidized bed by detecting, as 21, differential pressure between a fluidized bed bottom and a free board, calculating weight of a bed material of the fluidized bed in the furnace based on the fluidized bed pressure loss 21 obtained from the differential pressure and a cross sectional area 23 of the fluidized bed, storing, as 24, the calculated weight of the bed material in the furnace with fluidizing stop command signals 25 to the fluidized bed, and calculating the quiescent fluidized bed height of a state where fluidizing is stopped, based on the stored weight of the bed material, a bulk specific gravity 30 of the bed material and a cross sectional area 32 of the fluidized bed.
