PROBLEM TO BE SOLVED: To prevent conventional communication cables from becoming water paths and transport paths of future contamination during monitoring a stratum disposal field for radioactive waste and surely monitor the behavior of waste and its surroundings for a long period. SOLUTION: Near the waste body (overpack) A to be put for disposal in a disposal tunnel 2 constructed in bedrock underground in the depth of hundreds to thousands meters, a monitoring device 10 provided with a long life power source 13 consisting of plurality of long life batteries, various sensors 14, a transmitter/receiver 15 and a controller 16 is placed. In a pit 7, a plurality of relays 11 provided with long life power sources 13, transmitter/receivers 15 and controllers 16 are placed. The data measured with the sensors 14 are transmitted in wireless method using electromagnetic wave, sound, etc., relayed with the relays 11 and received with a managing device 20 placed on the ground and the like for monitoring.
