PURPOSE: A device and a method for sequentially controlling a level for switching the cold/hot water are provided to avoid the malfunction of a solenoid by sequentially operating the solenoid, to prevent the waste of a battery, and to lengthen the life span of the battery by making the solenoid operate at the lowest voltage. CONSTITUTION: A microcomputer(M1) recognizes a signal generated with response to the pushing of an operating switch(S1) and opens a solenoid valve(SO1). After the time for which the voltage is recovered is elapsed, another solenoid valve(SO2) is opened. A signal generated with response to the re-pushing of the operating switch within the water-use time is recognized by the microcomputer. Then, the microcomputer closes the second solenoid valve. After the time for which the voltage is recovered is elapsed, the first solenoid valve is closed.
