PROBLEM TO BE SOLVED: To provide a two-bath type hair-deforming agent which has a highly strong permanent wave-forming force, can form extremely ideal waves having good tension and good elastic modulus, but does not give a recognized damage to the hair. SOLUTION: This two-bath type hair-deforming agent contains hydrolyzed keratin having an average mol.wt. of >5,000.
