PROBLEM TO BE SOLVED: To solve a problem of development of a USB product requiring a driver, wherein the development of a dedicated driver is executed in parallel with development of a device itself, especially in the case of the device to which a standard driver is not previously provided. SOLUTION: A PC2 requests the sending of a device descriptor to this USB estimation device 1. After the USB estimation device 1 sends the device descriptor to the PC2 to decide an address, the PC2 newly requests the device descriptor sending to the USB estimation device 1 (step9-3). Acquisition of a configuration descriptor is executed (step9-4). In the case of success in the acquisition of both the descriptors, a USB driver 11 decides that a new device is connected, and loads a USB estimation device driver 10 (step9-5). The USB estimation device driver 10 acquires the descriptor of the USB estimation device 1 (step9-6), and decides a configuration on the basis of the acquired descriptor (step9-7).
