PROBLEM TO BE SOLVED: To design a rolling bearing capable of securely avoiding the generation of a resonance phenomenon in the case of normal rotation. SOLUTION: A first non-resonance condition setting unit 11 sets a first non- resonance condition that resonance is not generated as a function of the number of a rolling body, and a number candidate computing unit 12 computes the candidate of the number of the rolling body by analyzing the first non-resonance condition. A second non-resonance condition setting unit 13 sets a second non- resonance condition so that a excitation frequency H becomes far from a resonance condition, and a second non-resonance condition inspecting unit 14 inspects a second resonance condition to compute an allowable range of the number Z of the rolling body, and computes the optimal number Z of the rolling body corresponding to the diameter Dw of the rolling body and the pitch diameter Dpw of the rolling body on the basis of an allowable range of the number Z of the rolling body and the candidate of the number Z of the rolling body to decide the specification of the rolling bearing so that the resonance phenomenon is not generated in a spindle motor.
