PROBLEM TO BE SOLVED: To solve problems of low strength, high cost due to a complicated construction process at a construction site, low efficiency of water conveyance and a low void ratio due to a barrier wall interposed between the respective construction materials in the combined constitution of a plurality of members out of construction materials in a conventional underground water storage tank. SOLUTION: Lower face corner parts of a top plate part 2 having a window-like through-hole 2a are provided with supports 3, 3 in the vertical state of the outer side faces, and elbow parts 5, 5 projected in base shape are provided at the upper and lower sides of the vertical outer side faces of the supports 3 to constitute a construction frame 1. Lower end installation parts 3c, 3c of four supports 3, 3 are fitted to connecting recessed parts 4, 4 of the top plate part 2 of a lower layer construction frame 1 to vertically stack the construction frames 1, 1, and the support elbow parts 5, 5 of the adjacent construction frames 1, 1 are made to butt each other to form a space between the supports 3, 3. The construction frames are thus arranged and stacked in regular order for construction to support the side wall parts and top part of the underground water storage tank.
