PROBLEM TO BE SOLVED: To provide an image forming apparatus which is suitable for office environment by reducing the noise of an electrostatic charging device which performs discharging by applying an AC voltage to a discharging wire as far as possible. SOLUTION: This image forming apparatus has an electrostatic charging system which is composed of at least the discharging wire and a potential control plate installed nearby the discharging wire and controls the potential of a photosensitive body by the control plate by discharging it by applying the AC voltage to the discharging wire, and is equipped with an electrostatic charging device which can sequentially vary the frequency of the AC voltage applied to the discharging wire within a specific frequency range and also can control the rate of the appearance of the AC voltage of the frequency in a unit time to a constant value.
