PROBLEM TO BE SOLVED: To provide easily a low-cost structure, with which the capacity of heat transmission from respective electric heater 5a to respective fins can be sufficiently secured. SOLUTION: A pair of resistors 21 are arranged on both the sides of an insulating member 19, respectively, which comprises respective electric heaters 5a and has a length along the length of respective fins. The middle part of each resistor 21 comprises a plurality of linear parts 24, 24 each of which has a length along the length of the insulating member 19, and a waveform part 23 including a plurality of coupling parts 25, 25 coupling respective adjacent ends of the linear parts 24, 24 and forming a waveform in the direction of the width of the insulating member 19. Respective electric heaters 5a are sandwiched and supported between an adjacent pair of fins in multiple places in a core.
