PROBLEM TO BE SOLVED: To provide a cut-off body mainly suitable for disaster capable of facilitating the keeping, handling and conveyance because of its lightweight and compact design before it is used, quickly and properly increasing its weight, at the same time, making it larger and displaying a replaceable function to the conventional sand bag when it is used for cut-off or the like. SOLUTION: The cut-off body is so constituted that a mixture consisting of a particle body of a liquid absorbent polymer swelled by liquid absorption and a flocculent substance for holding a dispersed state of the particle body is kept in an inside bag body of a cloth having elasticity and liquid permeability, and that the inside bag body is kept in an outside bag body having liquid permeability.
