PROBLEM TO BE SOLVED: To provide a transmission header compressing device and a moving picture encoding device capable of shortening recovery time to a state in which a correct moving picture can be decoded and reducing the matter that a transmission band is occupied by packets that can not be used to decode a moving picture even when a packet in which a transmission header is compressed is lost. SOLUTION: This transmission header compressing device or moving picture encoding device is provided with a means for synchronizing the timing when the transmission header compressing device inhibits transmission header compression with the timing when the moving picture encoding device applies an intra- frame encoding method.
