PROBLEM TO BE SOLVED: To provide a plant operation monitoring device by which a manager can easily weigh the inclination of a current plant operation state with the past inclination thereof. SOLUTION: A characteristic graph X obtained by averaging past data specified by the manager is displayed on a graph display part 23 as a reference characteristic graph. Consequently a time series data group including a disturbance factor due to the variation or the like of an environment at the time of past data collection is excluded. Thereby the manager can easily predict the succeeding inclination of variation of a flow rate. When a difference between a current characteristic graph A and the characteristic graph X indicating the average value is displayed on the display part 24, the manager can easily recognize the variation.
