PROBLEM TO BE SOLVED: To provide a device/method/program for the transmission control of an electronic mail and a storage medium, which can avoid inappropriate transmission and a reducing checking burden before transmission. SOLUTION: When the check of a transmission permission condition is 'no transmission' (check in a check section 410) when a keyword is included in a transmission document (a transmission document matches with the keyword) as the result of discrimination based on the keyword and a keyword retrieval formula, a prohibition condition is decided to be satisfied if a transmission address is included in a setting list, and the prohibition condition is decided to be not satisfied if the transmission address is not included. On the other hand, when the check is not 'no transmission' (check in a check section 411), a prohibition condition is decided to be satisfied if a transmission destination address is a mail address except for the setting list, and the prohibition condition is decided to be not satisfied if the transmission destination address is not the mail address except for the setting list. When the prohibition condition is not satisfied, the transmission is performed normally but when the condition is satisfied, transmission is prohibited and warning is given.
