PROBLEM TO BE SOLVED: To provide an undercoating having adhesion to a substrate and a topcoating, and lifting resistance as well and, at the same time, crack resistance and composed of one component. SOLUTION: The undercoating is constituted of an emulsion composition to be obtained by the emulsion polymerization of an ethylenically unsaturated monomer in an aqueous medium containing a reactive surface active agent having a surface tension of <=40 mN/m.
