PROBLEM TO BE SOLVED: To enable a breaking operation prior to melting fusing of resin in plug or the like fuses for a tracking short circuit. SOLUTION: A plurality of sets of a peak value being characteristic waveform information of the tracking short circuit and its derivative interval time is stored in a memory 11, an MPU 9 compares a short-circuit current waveform flowing into a wiring path 8 with the waveform information stored in the memory 11. When the predetermined conditions are satisfied, it is decided that the short-circuit current waveform is the tracking short-circuit current and a thyristor 13 is turned on, to drive a trip coil 7. As a result, a removing device is operated.
