PROBLEM TO BE SOLVED: To make it difficult to abuse a lost or stolen IC card and to follow a procedure for reissuing an IC card in a short time anywhere. SOLUTION: In a memory 22 of an IC card A of a pair of cards, the ID number 22c of the card A is written and the ID number 220 of the opposite IC card B is written in a specific address of a pair card discrimination memory area 22a. In a memory 24 of the IC cad B, the ID number 24c of the card B is written and the ID number 240 of the opposite IC card A is written in a specific address of a pair card decision memory area 24a. Consequently, it can easily be confirmed that the two IC cards are paired only by comparing the ID numbers in a crossing way as shown by arrows E and F. |
