PROBLEM TO BE SOLVED: To provide an apparatus and a method for restoring data for minimizing an error due to clock skew. SOLUTION: The apparatus for restoring the data comprises a phase synchronizing loop 100, a triple oversampler 110, a level change detector 120, a change accumulator 130, a state selector 140 and a data selector 150. The method for restoring the data comprises the steps of triple oversampling one bit section of input serial signal, and selecting one bit of sampled three bits according to level change time point of the oversampled data.
