PROBLEM TO BE SOLVED: To solve the problem that there has been no means for a user to choose contents of a service independently prior to using the service. SOLUTION: The present invention generates correspondence data of conditions of service utilization and levels of services and estimates a level of service for a condition of the service utilization based on the generated correspondence data. It then generates correspondence data of levels of services and collection fees, and adjusts a level of service based on the generated correspondence data. Further it determines a collection fee based on the levels of services executed in the past.
