PROBLEM TO BE SOLVED: To allow processors which have different information exchange rules to exchange information by economical constitution through a network. SOLUTION: A processor 10 having information exchange rules (s) when sending information to a processor 20 having different information exchange rules (t) sends the information to a rule converting processor 100-1 through the network NW. A rule converting means 1000 in the rule converting processor 100-1 converts the information of the information exchange rules (s) sent from the processor 10 into information matching the information exchange rules (t) that the processor 20 at the transmission destination is using and sends the rule-converted information to the processor 20.
