PROBLEM TO BE SOLVED: To surely achieve the cleaning of water and the reduction of a sludge by a simple apparatus, suppressing an equipment cost and an operation cost. SOLUTION: Air passing through an electromagnetic filed and target water are mixed by an active air generator 2 not only to diffuse fine air bubbles 10 in target water but also to create an electromagnetic field throughout a water area. By this constitution, dissolved oxygen is increased by air bubbles and the target water is cleaned by the action of the electromagnetic field and the sludge bed 12 is reduced by decomposition.
