PROBLEM TO BE SOLVED: To provide electrolyte for an aluminum electrolytic capacitor with improved shelf characteristics, the manufacturing method of the electrolyte, and the electrolytic capacitor using the electrolyte. SOLUTION: The electrolyte for electrolytic capacitors contains a combination where a phosphoric acid ion is bonded to a water-soluble complex, so that an appropriate amount of phosphoric acid ions in the electrolyte can be maintained for a long time for inhibiting deterioration in electrode foil after it has been left as it is, thus improving the shelf characteristics of the electrolytic capacitor using the electrolyte.
