PROBLEM TO BE SOLVED: To provide constitution for grasping equipment to be operated and various factors making user requests to the equipment overall and semi- automatically setting up the equipment to be operated to place it in operation. SOLUTION: Dependency relation as dependency characteristic information 506 is prepared between applications executed on the object equipment 70 and predetermined dependency factors. Further, a dependency table 50a which shows which dependency factor each application depends upon is prepared by using the dependency relation. Then control information consisting of an application list showing an application having a large execution request, a dependency factor list showing an effective dependency factor, a dependent vector, and dependency characteristics is outputted from an output part 40 according to the dependency table 50a and dependency characteristic information 50b in a memory part 50 by using a dependency factor value determined with data obtained by a state acquisition part 30.
