PROBLEM TO BE SOLVED: To provide a blocking bar for relieving a shock at collision, improving visibility and improving assembling performance by covering a strong shaft with a cushioning foaming synthetic resin layer having a longitudinally long cross section, and covering this synthetic resin layer with a patterned synthetic resin film having a free prescribed-shaped second designated color on a surface of a first designated color. SOLUTION: In this blocking bar 3 of a blocking device for controlling the passing of a vehicle passing though a tollgate of a superhighway, the blocking bar 3 is composed of the shaft 31 as a strength member composed of a highly rigid stainless steel pipe and a fiber reinforced synthetic resin pipe, the foaming synthetic resin layer 32 as a shock absorbing protective member having the longitudinally long cross section, having a sponge-like cushion effect and composed of lightweight foaming urethane or foaming polyethylene and a synthetic resin sheet 33 composed of a polypropylene sheet or a polyethylene sheet or a vinyl chloride sheet for covering and protecting this foaming synthetic resin layer 32, and a tip surface is sealed by an end cover, and an exposed shaft side end surface of a base part is sealed in a base end part except for the shaft by the end cover.
