PURPOSE: A ferritic stainless steel having excellent high temperature fatigue characteristics and also having excellent cold workability is provided. CONSTITUTION: The steel sheet has a composition containing C less than 0.02 wt.%, 0.2 to 1.0 wt.% of Si, Mn less than 1.5 wt.%, 11.0 to 20.0 wt.% of Cr, Ni less than 2.0 wt.%, Mo less than 1.0 to 2.0 wt.%, Al less than 1.0 wt.%, 0.2 to 0.8 wt.% of Nb and N less than 0.02 wt.%, and the balance Fe with inevitable impurities, and in which the aspect ratio(dRD/dTD) of the grain diameter in the 1/4 sheet thickness face viewed from the normal direction in the sheet face is controlled to the range of 1.03 to 1.35.
