PROBLEM TO BE SOLVED: To provide a technique capable of properly forming and distributing propaganda information in place of the conventional flyers and pamphlets by using a conventional photographic processing device. SOLUTION: This method has an advertisement and propaganda information input means which inputs the advertisement and propaganda information independent from the photographic image read from an input medium, such as a photographic film, by utilizing the photograph processing device and an advertisement print data forming means which forms the advertisement print data from the inputted advertisement and propaganda information. The method is so constituted that, when the print data for one order component formed from the photographic image is outputted, the advertisement print data for at least one frame formed from the advertisement and propaganda information may be added and outputted.
