PROBLEM TO BE SOLVED: To provide a horizontal louver device capable of preventing the intrusion of rainwater in the opened state of the louver device. SOLUTION: This horizontal louver device 1 is provided with right and left stiles 7 and at least two horizontal louver rail 5 provided above and below. Each horizontal rail 5 is provided with flashing sections 25 and 35 over the longitudinal direction on the outdoor side of an intermediate section 15 and an upper section 21 in the vertical direction. The end section of the flashing section 25 provided on the intermediate section 15 is rotatably connected to the right and left stiles 7, and the end face of the flashing section 35 provided on the upper section 21 is rotatably connected to the connecting bar 29 between the upper horizontal louver rail 5 and the lower horizontal louver rail 5. The indoor side of the lower section 23 of the upper horizontal louver rail 5 can be freely pressed to the flashing section 25 provided on the intermediate section 15 of the lower horizontal louver rail 5.
