PROBLEM TO BE SOLVED: To provide a swirling generator which is small in size and low in cost and can express the action of Corioris force even near about middle latitude. SOLUTION: This swirling generator has a water tank 12, a turntable 4 which bears this water tank 12 in an eccentric position, a pump 27 which generates ascending water flow at a part of the water housed in this water tank 12 and a direction indicating means 25 which indicates the flow direction of the water in the segment where the ascending water flow is generated by the pump 27. The turntable 4 is rotated in the state of generating the ascending water flow by the pump 27, by which the swirling of the ascending water flow is initiated.
