PROBLEM TO BE SOLVED: To provide a flocculation and precipitation apparatus economical in the cost, simple from mechanical and controlling points of views and stable and reliable for a long time operation. SOLUTION: This flocculation and precipitation apparatus is provided with a treatment water discharge zone 21, a contactor accumulated zone 22, a floc blanket zone 23, an object water introduction zone 24, and a sludge storage zone in this order from the top of a tank. While the object water to be treated which is mixed with a flocculant is passed upward from the object water introduction zone 24 to the treatment water discharge zone 21, flocs are flocculated and coarsened by the contactor in the contactor accumulated zone and a floc blanket is formed in the zone lower than a meshed partitioning plate through which the contactor cannot be passed. If the interface of the floc blanket increases, the excess flocs are passed down to the sludge storage zone through a communication pipe laid in the up and down direction.
