PROBLEM TO BE SOLVED: To solve the problem that, although a dropping type pipe having small water spinkling holes is common to use in agriculture and gardening field in order to avoid the supply of excess fertilizer or excess chemicals, clog ging by not only foreign materials such as sand and a fibrous material but also impurities such as iron dissolved in water is often occured, and to provide an inexpensive equipment obtained by integration of a filter and a purifier for improving water quality which are separately installed in a well-known equipment. SOLUTION: Water quality improving mineral powders such as electrolytic tourmalin are mixed with a plastic disk used in the filter by being incorporated at the time of injection molding or is mixed with an additive to a molding raw material. Otherwise, a tubular pack in which the water quality improving mineral such as tourmalin is packed is prepared and is placed inside the filter.
