PROBLEM TO BE SOLVED: To provide a horizontal deflection circuit that can achieve low power consumption without increasing the dielectric strength of a horizontal deflection current supplying means for supplying a horizontal deflection current to a horizontal deflecting coil and to provide a television receiver having the horizontal deflection circuit. SOLUTION: The video signal converting part 5A of this horizontal deflection circuit 5 eliminates a prescribed number of horizontal scanning lines within the vertical blanking period of a video signal TVS1 to be inputted, extends the horizontal blanking period of each horizontal scanning line by allocating time that corresponds to the eliminated horizontal scanning line to the horizontal blanking period of another horizontal scanning line and outputs a video signal TVS2. A synchronizing signal isolating circuit 3 extracts a horizontal synchronizing signal SH2 and a vertical synchronizing signal SV2 from the video signal TVS2 outputted from the part 5A.
