A turbo encoder (1) in a communication apparatus includes interleavers (32,33) that store an information bit sequence of 289 bits in an input buffer of 17 (abscissa M; prime numbers) x 17 (ordinate N; natural numbers), generate 16 sorts of random sequences by one-bit shifting, row by row, a specific random sequence of 16 bits produced by use of prime numbers, map an information bit sequence of an interleave length (289 bits) into a mapping pattern of 17 (M) x 17 (N) produced from the 16 sorts of random sequences, and read, column by column, the mapped information bit sequence.
