PROBLEM TO BE SOLVED: To obtain a cosmetic pigment usable for conventional oil, surfactant, etc., having a good spreading property on a skin, without having powdery feeling and excellent in water and oil repellency, respectirly and to provide a cosmetic containing the same. SOLUTION: The surface of a powdery pigment is simultaneously treated with a perfluoroalkyl group containing phosphoric acid ester expressed by formula (1); [RfCnH2nO]yPO(OM)3-y... (1) (wherein Rf expresses a 3-21C perfluoroalkyl group or a perfluorooxyalkyl group; n expresses 1-12; y expresses 1-3; M is H, an alkali metal, ammonium or a substituted ammonium) and an alkoxyalkylsilane compound expressed by formula (2); (CaH2a+1)mSi(OCbH2b+1)n... (2) (wherein a is 1-26, b is 1-3; m and n are each 1-3 and m+n=4).
