PROBLEM TO BE SOLVED: To alarm a controlling and monitoring center by detecting the breakage of the front surface glass of the camera case of a monitor camera installed at a high way, etc. SOLUTION: The video signal of a camera 3 is transmitted to the controlling and monitoring center through a signal cable 4 and displayed on a monitor 9. An extremely thin conductor 2 is arranged windingly or spirally at the front surface glass 1 of the camera case so as to be disconnected by the breakage of the front surface glass. This disconnection is detected by a disconnection detecting part 5, an alarm signal generation part 6 generates an alarm signal. The signal is transmitted to the controlling and monitoring center through a signal transmission line 8 from an output part 7 and inputted to an alarm output part 11 via an input part 10 to generate an alarm to give information on the breakage of the front surface glass. The line 8 uses a metal cable or an optical fiber cable.
